The conference starts on Monday morning (22 November) with the formal opening of the exhibition by Erkki Liikanen, Member of the European Commission and responsible for Enterprise and Information Society and Erkki Tuomioja, Minister of Trade and Industry of Finland.
This event will be followed by the Opening Plenary Session including keynote addresses from Martti Mäenpää, Director General of Tekes, National Technology Agency of Finland, Jorma Ollila, CEO of Nokia, a representative of the European Parliament, Erkki Tuomioja, Minister of Trade and Industry of Finland and Erkki Liikanen, Member of the European Commission. The opening session will be followed by a press conference. During the afternoon, parallel sessions will take place in three streams.
Tuesday (23 November) parallel sessions will be closed by a plenary session at 16.30hrs.
TheEuropean IST Prize Award Ceremony will take place on Tuesday end afternoon at the Finlandia Hall, in the presence European Commissioner Erkki Liikanen and Sir Derek Roberts CBE FREng FRS, Chairman of the 1999 European IST Prize Executive Jury.
Wednesday (24 November) will start with parallel sessions and the conference will be closed by a plenary session on IST: the current status, the new workprogramme and future call for proposals.
Simultaneous interpretation between English, French, German, Italian, Spanish and Finnish will be provided during all plenary sessions taking place in Hall C1.

telephones. One ATM (Bancomat) is located in the main entrance foyer of the Helsinki Fair
Coffee and refreshments will be served during intermissions, close to the meeting rooms.
LUNCH (included in registration fee)
Lunch will be served in the different restaurant areas close to the Winter Garden as well as to the exhibition hall.
SPECIAL DIETARY REQUIREMENTS
Delegates with special dietary requirements must notify the Administrative Secretariat a week before the conference, at the latest.

Registration fee per delegate
A registration fee is charged for participation in the Conference. Delegates can benefit from a special discount for early registration (until October 22nd). A special reduced fee for students is foreseen, provided a copy of their student card or a certificat signed by programme Director is attached.
Delegates are requested to pay their registration fee in euro by bank transfer or cheque payable to bank account 310-1255737-61 and in BEF by credit card.
Acknowledgement of registration will be sent soon after the Registration Form and payment are received.
In the event of cancellation, a full refund (less 40 euro handling fee) will be made, provided written notification is received by the Administrative Secretariat (see below) before November 5th. No refunds will be made after this date.

CONGRESS TEAM / AREA Travel Agency Ltd., is in charge of hotel accommodation. Allotments of rooms have been reserved for the participants at special rates at the hotels as listed below. All rooms are with bath or shower, TV, radio and telephone. Room rates are per room and night including breakfast, taxes and service. There are good connections by trams (no. 7A & 7B), buses (no. 17) and local trains from the centre of Helsinki to the Helsinki Fair Centre, located approx. 4 km from the city centre. Reservations and Payment
Participants should make their room reservations in advance on the enclosed Hotel Reservation Form. To increase your chances of obtaining your accommodation at a hotel of your choice, kindly return the form only by fax as soon as possible, preferably by October 15, 1999, to:

Congress Team will operate on first-come first-served basis with the incoming requests. When no more rooms are available at the hotel of your choice, reservations will be made for the nearest possible alternative.
To guarantee your hotel reservations you are
kindly requested to give your credit card number.
Confirmation and Cancellation
Congress Team will confirm room reservations upon receipt of the form with fully supplied credit card details. Hotel bookings are valid for the reserved and through Congress Team confirmed period. In case of earlier departure the hotel, total period may be charged by the hotel.
All changes and cancellations should be made in writing by e-mail or fax to the Congress Team, not directly to the hotel.
In case of cancellation or no show, maximum two nights room rate can be charged, if the room cannot be resold.
In case of no show the hotel has the right to charge the confirmed period. The reservation will be automatically released by the hotel by 09.00 hrs the following morning.
The HELSINKI FAIR CENTRE is located just outside (4 km) the Helsinki city centre.
Helsinki-Vantaa international airport (www.ilmailulaitos.com/english/lentoase/helvan) is situated 18 km from the centre of the city. Comfortable buses run at regular intervals from the airport to the City Air Terminal. Taking a taxi from the airport to the city centre costs about FIM 140 per ride.
How to get to the Helsinki Fair
The Helsinki Fair Centre is most conveniently reached by taxi. The ride takes about 20 minutes and costs FIM 140 per ride.
Finnair bus service from the airport to the city centre: From 5.45am to 1.10am, every 20 minutes. Single fare: FIM 25
City bus 615 from 5:20 a.m. to 22:20 every 15 or 30 minutes. Single fare: FIM 15.
2. From your hotel (most of the hotels are located in the city centre)
Please see the list of the hotels for the buses/trams. The trams 7A and 7B run through Helsinki city centre and stop in front of the HFC. The bus 17 runs from the city centre to the Fair Centre, and it has the terminal at the HFC.
Bus/tram drivers sell single tickets. The cost of a single ticket is FIM 10. Some 300 outlets (e.g. kiosks) sell 10 trip tickets, which cost FIM75.
All the trains leaving from the Main Railway Station stop at the Pasila Railway Station. From the station it is about 3-minute walk to the HFC.
The train tickets are available from the Railway Stations. The cost of a single ticket is FIM10. The 10 trip tickets are valid on the trains, as well.
How to get to the Finnish National Opera for the Reception on Monday at 20.00hrs and to the Finlandia Hall for the EISTP Awards Ceremony on Tuesday at 17.30hrs
1. From Helsinki Fair Centre
There will be a bus shuttle from the HFC to Finlandia Hall.
Tram 7B and bus 69 run directly from the HFC to the National Opera. There is a bus/tram stop in front of the Opera in the street of Mannerheim (Mannerheimintie).
